Effectivement, c'est en 1963 que fut nommee la Delegation d'Amenagement du Territoire, chargee de suivre et de promouvoir de l'action regionale, avec pouvoir d'intervenir, seule ou en accord avec les Ministeres competents, pour realiser des operations et amorcer des programmes d'investissement public susceptibles d'interesser toute une region. Plus tard on a institue une Commission Nationale pour le Redeveloppement des territoires, et une reforme administrative datee de 1964 y fit entrer les prefets regionaux et les CODER (Commissions Regionales de Developpement Economique).
Policy in the first post-war decade was directed towards encouragement of industrial decentralisation from the Paris conurbation and to countering regional unemployment or the threat of unemployment by means of assistance to the zones critiques 18 E. EZRA and by the designation of special areas for specific rural re-development action. This policy, which was empirical and dispersed, was only partially successful and showed the need for a global approach. A change in policy took place in 1954 and 1955 with a first attempt at an overall policy backed by weightier technical and financial means of action.
